A hash or pound or # sign in a url signifies a named content on the page.

So when you just enter https://toolsconverters.xyz/url-encoder you will land to a resource. However, when you want to locate a particular element on the page, you can directly put the name of the resource at the end of the URL. In our example, it is #url-encoder
